Development Consultants help new groups by setting up corporate and administrative structures, finding sites and acting for the group during the development and construction process. CCOC does not need such a service as we are an established group with in-house expertise that should be supported. Using a consultant increases the costs of the project. Our experience with consultants suggests that it is still necessary to have CCOC personnel involved in the development and construction process.
Therefore, as a general policy, CCOC will use in-house expertise for developments and only when in-house expertise is unavailable will CCOC engage Development Consultants.
The development committee noted that the protocol among the non-profit housing providers is that the groups do not compete with each other for sites. If a group is working on a site, other groups will leave it alone. A development consultant can expect such a courtesy unless he or she is attempting to tie up a piece of property without representing an affinity group. CCOC should not have an obligation towards development consultants unless they represent a non-profit housing group.
Therefore, CCOC is not to be constrained by a development consultant’s ties to a piece of property unless the consultant represents a non-profit housing group.
Furthermore CCOC will not pay unlicensed brokerage fees on the purchase of land for development.
