Because CCOC develops housing in areas of the city where older buildings are prevalent, we feel that it is important to have a clear guideline with respect to demolition of housing stock.

The assumption of this guideline is that because of our funding, we have to develop to the maximum permitted within the existing zoning.  It is desirable to rehabilitate existing buildings and if necessary incorporate infill housing into the development.  The infill should be sensitive to the streetscape and should respect the heritage provisions of the City of Ottawa’s Official Plan.  CCOC should hire consultants sympathetic to and experienced in designing buildings in harmony with their neighbourhoods.

Demolition Decision Process

  1. Determine if the building is in Category 1, 2 or 3 of the City of Ottawa heritage list or on the Federal Government heritage list. If yes – do not demolish.  If no – CCOC is to make an assessment of the building based on the following:
    • architectural value
    • historical value
    • usability
    • environmental value
    • reference should be made to the Heritage Chapter of the Official Plan.
  2. Has the building value to the community?
    • Consider any argument to save the building made by the Community Association from a heritage or community point of view.
  3. If an acceptable project can be developed without demolition or if an existing facade can be retained then we must consider this option. We should also consider what would happen to the building if CCOC were to not acquire it.
  4. In all cases, where a development is dropped because we don’t want to demolish or where we do demolish, a rationale based on the above criteria should be presented to the board.

It should be noted that it is the policy of CCOC to rehouse tenants displaced by our developments.
